Directions:
- Toss the beef cubes with flour to coat evenly.
- In a large pot, heat the olive oil over medium heat. Add the beef and brown on all sides.
- Add the onion and garlic to the pot and cook until softened.
- Pour in the beef broth and water. Add the carrots, potatoes, celery, thyme, and bay leaf.
- Bring to a boil, then reduce heat and simmer for about 1.5 to 2 hours, or until the beef is tender.
- Season with salt and pepper to taste.
- Remove the bay leaf before serving.
